Voluntary Labour Corps (VLC) were established in 1958 but theirs heritage come from interwar tradition of Youth Work Corps. Tradition of OHP in Kujawsko-Pomorskie Region reach 1960s. Since 1972 Voivodship Headquarter was accommodated in Bydgoszcz. Due to administrative reform in 1975 three Headquarters were established in Bydgoszcz, Toruń and Włocławek. In 1998 another administrative reform reduced number of voivodships. Then Kujawsko-Pomorska Headquarter was moved to Toruń, and stayed there until today. Training, upbringing and employment of young people are the main VLC targets. OHP is a government agency covering the whole Poland. Kujawsko-Pomorska is one of its 16 District Headquarters. We execute state’s tasks in the field of education, training, upbringing and employment of youth. Our participants are young people mostly from socially unadjusted groups, lacking education and upbringing.


Kujawsko-Pomorska Headquarter is accommodated in Toruń, one of the oldest and most beautiful cities of Poland – the birthplace of the most famous Polish astronomer, Nicolaus Copernicus. Toruń was located within the borders of the Kingdom of Poland, then the Teutonic state. The ruins of Teutonic castle and many others precious monuments of the past can be seen in Toruń. The complex of the Old and New Town of Toruń is a unique in the world. Owing to this fact the city was included in the UNESCO World Culture Heritage Landmarks List in 1997.


Kujawsko-Pomorska Headquarter has 9 main upbringing and educational units gathering young participants:

- 3 Education and Labor Youth Centres in Bydgoszcz, Toruń and Włocławek with subordinated units like Mobile Centres of Vocational Information for example;

- 4 Labor Corps in Brodnica, Bydgoszcz, Inowrocław and Włocławek;

- 2 Training and Upbringing Centre: in Grudziądz and in Toruń

Kujawsko-Pomorska Headquarter works together with international partners. Since 1998 we cooperate with foreign partners in the frame of Youth Programme (before: Youth in Action), Polish-Lithuanian Youth Exchange Found and Polish-German Youth Cooperation. We invite every interested partners to realize common projects.

Kujawsko-Pomroska Headquarter with its subordinated units works also on the project cofinanced by European Union in the frame European Social Found.
